Contract to switch-on: about 6–12 weeks

Stages overlap and vary by municipality, so treat these as typical rather than guaranteed. The pattern holds though: a short burst of physical work surrounded by weeks of paperwork.

  1. Week 0

    Quotes and site assessment

    You compare itemized quotes and pick an installer. Expect a site visit or a detailed remote assessment covering roof condition, shading, and whether your electrical service panel can accept a solar backfeed. This stage takes as long as you want it to — and it is the only stage where you hold all the leverage, so do not rush it.

  2. Weeks 1–2

    Design, contract and engineering

    The installer produces a final system layout, a production estimate and stamped engineering drawings. Read the production estimate carefully: it is the number every savings projection depends on, and it should reflect your actual roof rather than a regional average.

  3. Weeks 2–5

    Permits and interconnection application

    Two separate approvals run in parallel — a building/electrical permit from your municipality, and the utility interconnection application. This is where most of the calendar time goes, and almost none of it is within your installer’s control.

  4. Weeks 5–7

    Installation

    The physical work is the fast part: racking, panels, inverter and electrical tie-in are typically completed in one to two days on a standard residential roof. A service panel upgrade or a complex roof can add a day.

  5. Weeks 6–9

    Inspection

    Your municipality inspects the completed work. If something fails it is usually a small correction and a re-inspection — irritating, but rarely expensive. Your installer should handle the scheduling.

  6. Weeks 7–12

    Permission to Operate — then switch on

    The utility performs its final review, swaps or reprograms your meter, and issues Permission to Operate (PTO). Do not let anyone talk you into energizing the system before PTO is granted; doing so can jeopardize your interconnection and your net metering arrangement.

Two different approval paths, depending on your address

This is the detail most guides miss. Naperville runs its own municipal electric utility, so interconnection there is a City process. Everywhere else in our service area, it is ComEd's.

In Naperville

  • Solar PV permit from the City's TED Business Group, filed through the City permitting portal
  • A signed City interconnection agreement — separate from the building permit
  • City inspection, then sign-off before energizing
  • Both the permit and the agreement must be complete. Missing the second one is a common stall.

In ComEd territory

  • Building/electrical permit from your village or city
  • ComEd interconnection application through their online system, with a fee
  • Inverter-based systems ≤25 kW typically qualify for Level 1 expedited review, about three weeks once the application is complete
  • Meter work, then Permission to Operate.

What installation day looks like

A crew of three to five arrives early. Racking is anchored to your rafters and flashed weathertight, panels are mounted and wired, and the inverter and any required disconnect are installed near your electrical panel. Conduit is run, everything is bonded and labeled to code, and the system is left switched off pending inspection and utility approval.

Expect noise and roof access for one to two days, plus a short power interruption while the tie-in is made. A service panel upgrade, a steep or slate roof, or multiple roof planes can extend it.

Before the crew leaves

Service panel upgrades

If your panel needs upgrading, that is additional permitted electrical work — and sometimes a separate utility appointment to pull the meter. Identify this at quoting stage, not after signing.

Roof condition

If your roof has fewer than about ten years of life left, re-roofing first is almost always cheaper than removing and reinstalling panels later. It adds weeks but saves thousands.

HOA review

Illinois law limits an association’s ability to prohibit solar outright, but reasonable placement rules can still apply and the review itself takes time. Start that conversation early.

Incomplete applications are the most common cause of delay, which is why it matters that your installer files these routinely rather than occasionally.

Is the process different in Naperville itself?

Yes, and it catches people out. Naperville is not a ComEd town — the City runs its own municipal electric utility. Do I need to be home for the installation?
